Katniss did this because her sister Prim is only twelve and Katniss promised that she would not be picked to participate in the Hunger Games in her first reaping.
She volounteered because her younger sister, prim, was selected to be the representative for their distric. The odds were heavenly against prim getting selected, as it was her first year of eligebialty, therefore she only had 1 possible ballot. Katniss knew that her younger sister wouldnt have a chance in the Hunger Games, therefore she volounterred to represent her distric.
Katniss volountered to be the female representative for District 12 becuase her sister Primrose (Prim) was only 12 years old and because of this it was her first agibility for the games with only 1 ballot. Katniss saw this as unfair for someone for her age to be going to the hunger games. She never thought that her sister would be picked becuase she personally had 20+ ballots in the draw and didn't get picked. Since she didn't want her sister to enter becuase of her age and volnerabiltiy she sacraficed herself.
