Katniss made a ceromony for Rue's death because she meant alot to her and helped her out to survive in the Hunger Games. Katniss thinks of Rue like she does of her younger sister, Prim. Rue is a young, small girl, exactly like Prim, therefore Katniss thinks of rue like she does of Prim, and shed never wanna see her sister die.
When Rue dies Katniss has a ceremony for Rue because Rue was her little sister almost. Rue reminded Katniss a lot of Prim because they where both 12 years old. Rue was a big help for Katniss because she helped Katniss notice the killer bees in the tree and told her what to do and the plan killed 2 of the tributes. Katniss and Rue's alliance was crucial in helping both of them because there plans they made together helped a lot and took down the whole stash of supplies from the tributes. So when Rue died Katniss didn't want her family to see there daughters dead body all bloody and ruined while shown on t.v. so she covered it with flowers. The flowers gave everyone a better picture to stare at on the t.v. and to show them that Katniss is a good person.
Rue helped Katniss right from the start of the games. Whe nKatniss saw Rue in training she reminded Katniss of Prim so she was motivated. When KAtniss was stuck in the tree, Rue pointed out the Tracker JAckers so Katniss could escape. Finally, Rue made a paste out of leaves to heal Katniss's bites. Once Rue was dying Katniss felt like she had failed her,that she shouuld have protected Rue. The reason for the flowers is that Katniss didn't like the fact that the game takes away from people, that the Capitol doesn't see the tributes as real people but just animals to be slaugtered.
Not only did Rue dop so many things to help Katniss along her way to victory but Katniss saw Rue not as another competitor but as a young innocent girl like her sister. Katniss wanted to show that not everyone in the Hunger Games was as blood thristy as people may think but some people do have a soft side and it showed some effects of these games, like the death of a young innocent girl.
