Before the games start and Katniss is in the metal tube she sees a bow and arrow. She deciedes that her plan is to go get them as soon as the 60 seconds are up but her plan to get the bow and arrow becuase they are her strength doesn't work. While in the metal tube Peeta makes contact with Katniss and she losses focus on getting her object and instead stares at Peeta and becuase of this she is late to leave the tube and it will now be to dangerous to retreive it. Since she doesn't get a bow and arrow she picks up a plastic container infront of her tube and then goes after a backpack which is not being taken. These are the only two objects she gets after leaving the tube.
Haymitch tells both Peeta and Katniss to run away from the cornicopia the second the 60 seconds are up but once Katniss gets her eyes on the shinning silver bow sh e makes up her mind to run for it. As the 60 seconds tick down she locks eyes with Peeta and she loses her focus. Being late off the platform she couldn't grab the bow, but Katniss was able to get ahold of a backpack with supplies such as a sleeping bag and some food.
Haymitch last instructions to Katniss before she entered the metal tube were to avoid getting any weapons and to run away as far as possible once the 60secs are up. As she was teleported, she saw the arrow and bow and quickly made up her mind to ignore Haymaitch's request and she decided to make a run for her weapon of choice. Once Katniss is waiting for the 60secs to count down, her and Peeta lock eyes and continue to give each other looks. She then loses her focus and was a couple seconds late. She was to late to grab the bow and arrows and didnt want to risk getting hurt, therefore she quickly ran and grabbed a backpack, which contains of a rope, food and a sleeping bag.
Haymitch had told Katniss not to go get anything and to wait till the 60 seconds were up and to then run away as far as she could to avoid an early death, but when she saw the bow and arrows, which she knew was her best weapon and she had a lot of talent with it, she decided last minute to go get it but as she looked back and made eye contact with Peeta she lost the chance to get the bow but still had a chance to grab the backpack with survival supplies.
