Katniss has 2nd thoughts about loving Peeta at first becuase she thinks that he is a jerk by the way he acts. The more she gets to know him the more she thinks about not loving Peeta becuase she thinks that hes trying to fool her by falling inlove and that it's all part of his plan and when they get attached he will kill her during the games. Also she doesn't want to love Peeta at first becuase she doesn't want to get to close to hime because she will hjave to eventually kill him because there is only 1 winner. But the more she gets to know about Peeta the more she finds out that he actualy loves her and that he saves her life during the games.
Peeta has been in love with Katnioss since a very young age, but Katniss has rarly noticed him. The only true confrontation between the two tributes was when Katniss couldn't find food for her family and she began to lose hope. Katniss was walking through the town and finally collasped outside the bakery that Peeta's family owned. After Peeta's mother yelled at Katniss, Peeta burnnt bread to give to Katniss even though it would mean punishment. After this Katniss felt in debt with Peeta and she doesn't like having to owe people back when she knows that sometimes she can't.

Peeta's mother yelled at Peeta and hit him on the head, so Peeta was forced to give Katniss burnt bread. She lost faith and hope in Peeta being a good friend to her after that dramatising event. Even though Peeta has been in love with Katniss since his youth, Katniss never really payed any attention to him and barely noticed he was attempting to be in her life. Also, She is a little worried that if she does fall in love with Peeta, he could be only doing so to unexpectedly kill her during the games, as she would never expect her lover to do such a thing.
Katniss has second thoughts about loving Peeta at first because she feels as if there love could just be a lie which could result in Peeta betraying her and killing her while she doesn't expect it, she also knows that with just the feelings she already has it would be hard enough to kill Peeta. That statement as well as the fact that as they spend more time together she slowly starts to see that sometimes he kind of acts like a jerk and that is why she has second thoughts.
