I think that Katniss told Peeta that she doesn't truly love him because she did not want to lie to all her distric, and as much as she does some what like him for everything they went through in the Hunger Games, they were never "truly in love". I also personally think Katniss's love of her life is Gale, and for that reason she will never be "truly in love" with anyone from any distric except Gale, as her life is set to be with him.
Katniss told Peeta that she is not inlove with him when they arrive back at District 12 beucase i think this was just a plan to fool everybody and it was for the games. All the kissing and acting as a couple was just fake. Katniss did this ecuase she didn't wantto have to kill Peeta because she has feelings for Peeta as a friend and not as a lover. She didn't want to kill him becuase acting inlove would increase her chances of winning. This would help her win becuase it would bring romance to the games. With bringing romance into the games it would allow for more people to sponsor them and help them survive becuase it would add a twist to the story that hasn'y happened before in the hunger games. I also think that Katniss loves Gale and that her heart is with him becuase she has always hunted with him and that she can relate to him more. She only sees Peeta as a friend and Gale as more of a boyfriend becuase she wasn't forced to love Peeta for the games and she just loves Gale without being forced.
The reason Katniss did this is that She couldn't lie anymore. Haymitch needed help to get sponsers so if they pulled of that they were actually in love people would want to give money to keep them alive as long as possible. Katniss knew about this and was alright with doing so but Peeta actually liked Katniss. Katniss also felt that she couldn't lie to her distrist.
Katniss did this because because she felt she couldnt lie anymore and didnt want to keep leading Peeta on because Peeta did really like Katniss. Katniss knew Hatmitch could get sponsers if they were acaully in love which was just a way to get money which Katniss didnt see anything wrong with but she couldnt live with herself if she did it to Peeta.
